Job Description

KEY RESPONSIBILITIES:

  • Provide support during the tendering phase for the development of the best construction & subcontracting strategies while matching client targets and stakeholder satisfaction. 
  • Support Proposals Department for construction-related clarifications and meetings with Clients, 
  • Participate in management risk and cost reviews as required. 
  • Develop construction-related deliverables for bid submission (construction execution plan, organization chart, construction management team histogram, temporary facilities and mobilization plans, etc.). 
  • Estimate the temporary facility requirements (camp, offices, warehouse, etc.) for the proposal. 
  • Ensure that the bids include the most competitive and best possible input of accumulated construction experience, lessons learned, innovation, and estimations. 
  • Lead constructability reviews and enforce reporting of action status during the tendering phase for safe, on-time, and cost-efficient construction in line with tender requirements. 
  • Participate in the definition of subcontracting strategies and evaluate or clarify the subcontractor’s technical bids. 
  • Provide guidance and support on subcontracting aspects, scope definition & responsibility matrices, the earthmoving approach, TSF establishment and operation, efficient deployment, and optimum utilization of the construction management team. 
  • Ensure safe, competitive, fit-for-purpose, standardized, and simplified fabrication and modularization strategies and schemes are set at the tendering phase in line with tender requirements. 
  • Work closely with engineering disciplines and project controls for optimum project design, BOQ reviews, and schedules. 
  • Monitor the performance and development of personnel, recommending genuine and merit-based performance assessment for all personnel under his authority, 
  • Continuous improvement through initiative

Essential Qualifications and Skills:

  • Participate in Cold Eye Reviews,
  • As SME, Lead Construction Functional Assessment for Construction Management and Turnover,
  • 15+ years’ experience in Oil & Gas Projects’ development, including experience working with diverse international entities (Competitors, Sub-Contractors)
  • Excellent leadership, communication, and coordination skills
  • Relevant degree or diploma
