Job Description


  • Subject Matter Expert (SME) for the delivery of a consistent HSE competency assurance and delivery of training services; development of leadership and first line leader HSE training; ensuring that HSE training is effective and suitable to support executing site/office activities safely.
  •  Training:
  • Develop and deliver the HSE training strategy for Petrofac Group.
  • Owner of the HSE Training, Awareness and Competency Procedure.
  • Develop templates for the project HSE training matrix and monthly rolling training plan.
  • Support projects to develop and implement HSE training management plans.
  • Develop required training modules to include classroom, Computer Based Training (CBT), and practical; conduct training when required.
  • Develop Train-the-Trainer programs across the full suite of training activities.
  • Ensure all projects conduct practical training (Safety Hotspot) for workers along with classroom training.
  • Establish HSE training database for the project/office and ensure database is maintained and updated effectively.
  • Liaise with other HSE professionals within the wider business to achieve the above objectives in such a way that ensures we have a consistent approach across the wider contracts operated. Co-ordinate with inter discipline departments and plan for the training schedules.
  • Competency:
  • Implement competency assessment process for HSE critical positions as required.
  • Work closely with Organisational Development (OD) department on competency assurance and development of appropriate documentation.
  • Development of specific trade tests to assess and assure competency.
  • Audit and Assurance:
  • Regularly monitor and review HSE training courses and programs for relevance with a focus of identifying areas for improvement.
  • Be the focal point for training and competency section for all internal and external HSE audits.
  • Review effectiveness of trade specific training and competency programs via annual audit and assurance activities.
  • Oversee and support sites to prepare weekly and monthly training statistics.
  • Conducts periodic audits of HSE training as part of the continual improvement process.
  • Ensure suggestions and recommendations resulting from feedback are thoroughly assessed and followed-up within a timely manner.
  • Contractor Management:
  • Assess sub-contractor trainers to ensure they are competent, experienced, and appropriate for the role.
  • Interface and coordinate training activities with all the subcontractors
  • Conduct periodic audits for all the sub-contractors on HSE training.
  • Assess subcontractor workforce capabilities and modify training programs and presentations as needed to maximize workforce learning’s.


  • University degree (minimum 3 years of bachelor’s degree)
  • NEBOSH Certificate
  • Train the Trainer qualification or other teaching qualification.
  • Strong communication and presentation skills; fluent in English and at least 1 other language.
  • 15 years plus in HSE within the Oil & Gas industry with a strong background in instructing HSE related training courses.
  • Experience of the use of multi-media training techniques and deployment in large, diverse organisations.
  • Experience of leadership training, development and delivery.
  • Experience of using flipped classroom techniques.
  • Experience of delivering a competency assurance program.
  • Knowledge of ISO14001 and ISO45001.
